[CHARLOTTETOWN, PE] — Newfoundland developer Paul Madden is turning to IRAC in an attempt to build again next to Founders' Hall.

A public hearing is scheduled to begin at the Island Regulatory and Appeals Commission on Wednesday, Feb. 22 at 9:30 a.m.

City council voted 7-3 against his application in November to proceed with a second condominium building next to his present location.

It was the second time council said no and the second time planning board has recommended council approve his request.

Madden was proposing commercial space on the ground floor with some retail space similar to what is located at Peakes Quay. A section of the development would have been to accommodate a marina with office and washroom space.

On the second floor, he would have office space and rental units.

Some councillors have argued developments like this one don't fit into the Official Plan.

Madden originally wanted his condominium building to be bigger bit council rejected that idea so he downsized. Since then, he's been trying to add a second building and that's what the commission will hear, beginning on Feb. 22.
